* These medals are technically Commemorative Medals because they were established by Congress. This came about because the Department of Defense resisted enormous pressure to create them, prefering instead to use the War on Terrorism Expeditionary Medal. In a highly unusual move, Congress dealt with this refusal by creating both medals under its own authority
